PORT CONGESTION FEE – Malaysia, Vietnam & India

In view of congestion situation at terminals in Malaysia, Vietnam and India, please be kindly informed that COSCO Shipping Lines decided to implement a Port Congestion Fee ( PCF) for cargoes from the East Coast of South America ( ECSA) to Malaysia, Vietnam and India as from May 1st 2020, until further notice.

COVID-19 – Criteria for release of Import cargo

Dear Valued Customers,

In view of the declaration made by the OMS of a Pandemic caused by the new coronavirus (COVID-19), its aggressive proliferation on a global scale and in full respect for the wellness of our employees and customers, COSCO Shipping decided to adopt as from the March 19th the Home Office system, remaining with its office in Santos closed indefinitely.

Only the Counter Team will be working for a reduced period, between 9h30am and 11h30am, in order to proceed with the appropriate OBL issues.

In this case and in order to try minimize the impacts on daily tasks, we will adopt below criteria for release of Import cargo:

​- It will be necessary to send a photo of the original BL duly marked with the clause “VOID AND NULL” on the body of the BL, tear off the part where the number appears, according to the below format:

In addition, consignee must request shipper to send a message bra.counter@coscon.com, authorizing the cargo release.

Regarding to export demands, we suggest customers choose to issue BL at the destination or select the Telex Release option.

Customer Advisory – Novel Coronavirus

Dear Valued Customers,

We hereby offer you our summary and latest update on COSCO SHIPPING lines’ policies and guidelines on the outbreak of Novel Coronavirus.

 

Offices & Services

COSCO SHIPPING lines HQ and Dalian, Qingdao, Shanghai, Xiamen, Hainan regional offices have fully resumed work from February 10, 2020 (Monday), other regional offices including Tianjin, Ningbo, South China and Wuhan are continuously provide services by telecommuting and on duty teams during this special period. For the health and safety of our customers and employees, anti-epidemic measures in all our opened offices in China have already been tremendously enhanced. The service functions and windows of COSCO SHIPPING lines HQ and China regional offices are now resumed in general.

 

DND Policy

In order to facilitate the prevention and control of novel coronaviruses to better accommodate our customers’ needs in cargo arrangement during this period, we already announced specific policy on container free use on Jan 31, 2020. All import and export additional DND amount incurred during Jan 24, 2020 to Feb 9, 2020 in mainland China will be exceptionally waived.

COSCO SHIPPING pledges to offer customers with favorable equipment policies to tackle the current difficulties. (Jan 31, 2020)

– The additional free use period and your container free time can be added cumulatively; this is to say, the total container free time is your container free time plus the additional one.

– The additional container free time in Hubei area can be further extended by customer application to the time of resuming work. Your application will be handled in time afterwards.

– For other regions outside China, the application of extending free use days or reducing cost could be accepted in case it is indeed caused by slow circulation of documents or failure of cargo pickup in time caused by the epidemic situation.

 

LOCAL CHARGE Policy

From Jan.23, 2020 to Feb 2, 2020, below listed LOCAL CHARGE in China mainland could be waived.

-B/L Release Elsewhere Fee

– Amendment Fee in case of changing Original Bill to Seaway Bill

– Amendment Fee in case of changing Payment location

– Late fee of delayed payment

Please be informed that in view of the current Novel Coronavirus prevention and control measures and the extended Chinese New Year holidays in China, which have seriously affected Chinese shipping logistics industry. Some terminals in China are facing severe congestion and resulted in the lack of available reefer plugs. Services Guideline in Hubei Area

In Hubei area, we continuously provide services to you by telecommuting during this special period.

– Export barge service at Wuhan Yangluo Port

The cargo for transship via Shanghai (YangShan and WaiGaoQiao) are currently being arranged on common feeder services. We suggest you to contact our local office to reserve allocation at least 3 days in advance during this special period of time.

– Booking Confirmation & BL Production

Booking Request & Shipping Instruction could be submitted through website or EDI channel as normal.

Supported by regional virtual operation team, booking confirmation and draft BL could be responded as normal.

– B/L release

If late payment occurs during this special period, please contact dedicated sales representatives for approval of special B/L release process. B/L release can be applied at other offices and the operation fee of B/L release elsewhere can be waived during this special period of time in Wuhan region.

– Truck service

FAQ of what you concerned during the specific period in China

▋ Q1: When will COSCO SHIPPING lines HQ or regional offices resume work?

▋ A:COSCO SHIPPING lines HQ and regional offices in China (except Wuhan) will resume work on February 10, 2020 (Monday). The resuming plan of Wuhan will be further announced.

▋ Q2:Are the contact windows of COSCO SHIPPING lines HQ and regional offices still available? Are B/L release or B/L switch service still normal?

▋ A:Yes. During the holiday, there are staffs both on duty and via telecommuting to support your business without interruption. If you need help, you are always welcomed to send inquires to us through our customer service public mailbox. ▋ A:This specific policy is applicable to all type of containers. Port storage is not included, please consult corresponding port terminal for the storage issue.

▋ Q5:Can we apply for extension of container free time or cost reduction in ports outside China?

▋ A:The policy of container free use in ports outside China is confirmed case by case according to the unforeseen circumstances. The confirmation is based on the fact that the days to be extended or the cost to be reduced is related to the epidemic. That is to say, the application of extending days or reducing cost could be accepted due to slow circulation of documents or failure of cargo pickup in time caused by the epidemic situation. If the cargo can be picked up in time, but not picked owing to your own reasons, the container free time or cost cannot be extended or exempted.

▋ Q6:During this special time, is there any policy regarding fee waiver?

▋ A:Instructions of relevant fee waiver are as following:

Time Period

It is based on the official holiday arrangement by local government. According to the latest notice,the applicable time period are from 2020.1.23 to 2020.2.13 for Wubei Region, and from 2020.1.23 to 2020.2.9 for other China region , subject to further official notice.

During the special time period, below listed LOCAL CHARGE in China mainland region can be waived.

▋ Q8:Are the invoice and statement service in China affected?

A: No. We can arrange the online payment and statement as normal, and we can also issue e-invoice. If there’s special service requests, please contact our local sales representatives.

9. Special Services in Hubei Area 

1)▋ Q:Can I apply for special B/L release process if late payment occurs during this special period?

▋ A:Please contact dedicated sales representatives for approval of this special operation process.

2)▋ Q:I want to change to telex release or seaway bill, but Original B/L has already been sent to clients and cannot been returned to booking office. What can I do?

▋ A:The Original B/L can also be retrieved by a COSCO SHIPPING Lines office at a third place, or you can tear off the corner of B/L, mark “VOID”, and then take photos of it and sent them to us by email. This amendment fee will be waived during this special period.

3)▋ Q:Can I apply B/L release at other offices?

▋ A:Yes, and the operation fee of B/L release elsewhere can be waived during this special period of time in Wuhan region.

4)▋ Q:When will the truck service get back to normal?

▋ A:It depends on government instructions. Once the restrictions have been cancelled, the truck service will be available.

5)▋ Q: How about the arrangement of export barge service at Wuhan Yangluo Port?

▋ A:The cargo for transship via Yangshan and Waigaoqiao are currently being arranged on common feeder services. We suggest you to contact our local office to reserve allocation at least 3 days in advance during this special period of time.

According to China State Council and local governments’ instruction, COSCO SHIPPING lines HQ and regional offices in China will extend the 2020 Chinese New Year holiday. Notification for FAF/BUC collection for LATD service – For shipments to / from Europe

According to the sulphur limiting resolution of the International Maritime Organization (IMO), clean fuel with sulphur content of less than 0.5% m / m will used from January 1, 2020.

Please be kindly informed that COSCO SHIIPING LINES decides to implement FAF/BUC for both eastbound and westbound between Europe / Mediterranean and West Coast of South America and Caribbean (TAW) / East Coast of South America (TAT) / Africa (EAF), effective from 1st DEC, 2019 till next notice.

FAF applies to freight of all kinds cargo and spot business with a validity up to 3 months. BUC applies to Mid and long term business above 3 months.
